FUNCTIONAL INFORMATION
Essential Functions
- Assists in the planning, organization and directing of the overall operation of the fire district.
- Maintains individual fire fighting skills, including physical condition. Stays abreast of developments in the firefighting field and changes in related laws and ordinances.
- Responds to all alarms of fire and other emergencies when possible. Working with other Officers, the Assistant Chief may assume command of emergency responses, establishing an Incident Command System. Command may be reassigned when/if the Fire Chief arrives.
- Always maintain a due regard for safety and welfare of the district personnel and the public.
- Actively participates in the operation and instruction of district in-service training activities.
- Provides the direction and coordination for the crash /accident review process.
- Assists the Fire Chief in the budget process including the operational budget and the capital improvement plan.
- Assists the Fire Chief in purchasing equipment and materials. Reviews requisitions, research suppliers and alternate items as appropriate and makes or recommends purchases in line with budget limitation.
- Working with the Fire Chief, annually establish goals and objectives for the district.
- Manage/Maintain daily staffing schedule and fill in positions as needed.
- Review and prepare payroll reports for the Office Manager.
- Assists in preparing an annual report, with assistance of Battalion Chiefs, Captains, Coordinators, of status/condition of equipment, apparatus and facilities, training, submitted to the Fire Chief.
- Positively represents the Fire District at civic and public venues, attends EXFD Operating Committee and Fire Board meetings and city council meetings as needed, and represents the district on commissions or committees as assigned.
- Conducts performance evaluations, ensures effective communications, reviews problems and has the authority to suspend employees for just cause, direct the work of employees and adjust complaints/grievances of employees under his/her supervision.
- Assigns duties to employees under his or her command, suspends or otherwise disciplines employees as necessary. Makes recommendations relating to the hiring, transfer, suspension, promotion, discharge, assignments, reward or discipline of subordinate’s personnel.
- Maintains, updates and produces SOG’s. Monitors and observes district activities to ensure that conduct and performance conform to district standards.
- Assists with recommendations and planning with the inspections program for EXFD.
- Periodically inspects turnout gear, equipment, apparatus, and stations, reviewing any inspections and/or testing of equipment, apparatus, or facilities reporting any problems to the assigned Officer/Coordinator for corrections.
- Review and make recommendations of any problems with response to emergency calls.
- Attends extra training and/or meetings that are required for this position, including State, County, and Mutual Aid meetings.
- Prepares written reports and maintains accurate records.
- Performs duties to assist the emergency management program for the overall Fire District as directed by the Fire Chief.
- Strives to improve morale within the district and improve working relations with other agencies.
- Shall carry out duties in conformance with Federal, State and City laws and ordinances.
- Perform such other related work as the Fire Chief may direct.

Qualifications
Minimum requirements
- Bachelor’s degree in fire science, public administration/public safety, or closely related field. An equivalent combination of education and experience may be substituted for degree requirement.
- Must pass required background check, medical and or psychological and aptitude tests as well as physical standards for employees of the fire department
- Firefighter 1 and 2, Fire Instructor 1 and 2, Fire Officers l and 2 state certifications
- Emergency Medical Technician (EMT) or Emergency Medical Responder (EMR) Certification.
- Hazardous Materials Operations
- Five (5) years of progressive fire service experience
- Licensed Fire fighter or able to become licensed with 6 moths of appointment

- Leadership and Administration, Command and Control at Incident Operations.
- Live or be willing to relocate within 30 minutes (approximately) drive to either station.
- Certified Emergency Manager or the ability to become certified within 12 months of appointment.

- Knowledge of computers and the ability to utilize multiple computer software programs, e.g., FirstDue, Microsoft Word, Excel, PowerPoint, etc.
- Knowledge and experience in budgeting, personnel management and proven leadership skills.

- Thorough knowledge of the principles, practices, procedures and equipment used in modern firefighting and in the protection of life and property from fire.
- Considerable knowledge of effective methods of planning, training, assigning and directing personnel and equipment for the most efficient use for small as well as large or complex and dangerous fires.
- Considerable knowledge of the rules and regulations of the fire department, geography of the city, the location of streets, principal buildings and fire hydrants.

Tools and Equipment Used
- Emergency medical equipment includes automatic external defibrillator (AED), hydraulics, electric air-operated rescue tools, fire apparatus, fire pumps, hoses and other standard firefighting equipment, ladders, radio, pager, computers, phones and fax.
