Recreational Fire Burn Permit
The Excelsior Fire District follows the Fire Danger and Burning Restrictions determined by the Minnesota State Department of Natural Resources (DNR) Residence of the Excelsior Fire District must follow the most current Fire Danger and Burning Restrictions posted by the DNR.

Drop off a signed copy of the permit at Excelsior, Shorewood, Tonka Bay City Hall, or at the Excelsior Fire District Station #1 in Shorewood. You can also email it to info@excelsiorfire.org or fax it to (952) 960-1690. A copy of your burn permit should be readily available in the event that an emergency call is generated by the fire. The permit can be posted in an outbuilding as long as it is protected from weather damage.

*In compliance with CDC recommendations and to help slow the spread of COVID-19, we will not be accepting drop off recreational fire permits to City Halls or the Fire Station. Please email or fax the permit. You may also mail it to:

The City of Deephaven does not require a burn permit for recreational fires. Check with the City of Deephaven on recreation fire provisions. The City of Greenwood does not require a burn permit for recreational fires. Check with the City of Greenwood on recreation fire provisions.

The E.F.D. Recreational Fire Permit is an annual permit and must be renewed each calendar year.

Tank Removal Permit 

*In compliance with CDC recommendations and to help slow the spread of COVID-19, the Excelsior Fire District is suspending Tank Removal Permits until further notice. 

There is a $50.00 fee for a tank removal permit. Please make payment out to the Excelsior Fire District. The payment can be mailed in or collected on site the day of the tank removal.

If payment is not received on or before the day of the tank removal an invoice will be sent to the tank removal company. The Excelsior Fire District requires at least 72 hours notice on a tank removal. A representative from the Excelsior Fire District must be on site to observe the physical removal of the tank.

If a tank removal is postponed to another day or the time of the tank removal is delayed for any reason the Excelsior Fire District must be notified immediately. Failure to do so my result in a $100.00 fee for a special inspection and will be charged to the tank removal company. See the EFD Inspection Policy for more information.

Other Permits for New and Existing Construction 


Fireworks – Ground and Aerial Displays
An Excelsior Fire District Application/Permit for displays of fireworks/pyrotechnic special effect must be completed and returned to the Excelsior Fire District 15 days prior to date of display.

The Excelsior Fire District Application/Permit for displays of fireworks shall be submitted by a pyrotechnic operator certified by the State Fire Marshal.

An inspection is required for all fireworks/pyrotechnic special effect displays.

An Excelsior Fire District stand by crew is required for all fireworks/pyrotechnic special effect displays.  There is a fee for stand by crews.

Planning note: MSFC 3104.8 Fireworks. Fireworks shall not be within 100 feet (30 480 mm) of tents or membrane structures.

To Do List

  • Set up a firework set up Inspection time with the Excelsior Fire District Fire Marshal, 952-960-1692
  • Provide the Excelsior Fire District the license and cell number of the  Pyrotechnic Operator and Assistants that are setting up the display and conducting the display.
  • Provide the Excelsior Fire District with the cell number of land owner and/ or barge owner that the display is being set up on/conducted.
  • Prove the information required on the Minnesota State Fire Marshal Outdoor Fireworks Display Checklist
  • Provide a Diagram of location and site of discharge
  • Fill out the Excelsior Fire District Application/Permit for Display of Fireworks/Pyrotechnic Special Effects and submit at least 15 days prior to the dis[paly.
  • Provide a Certificate of Liability Insurance
  • Contact the Hennepin County Sheriff’s Office Water Patrol Unit and obtain the Special Event Permit Application.

Note: This To Do List includes the basic information on the process to have an outdoor fireworks display in the Excelsior Fire District , but is not limited to other requirements from the Excelsior Fire District and other entities involved and/or have jurisdiction.


Open Burn Permits/Prairie Restoration/Prescribe Burns
A permit must be obtained from the Department of Natural Resources before obtaining an Excelsior Fire District Open Burn Permit .

Excelsior Fire District Open Burn Permit for Prairie Restoration/Prescribe Burns shall be submitted by a Prairie Restoration/Prescribe Burn company.


Landowner Open Burning
Open Burns must be a minimum 75′ from property lines.

Size of lot must be a minimum 2 acre lot size.

Permit is subject to current Minnesota DNR burn restrictions and bans www.dnr.state.rnn.us

Excelsior Fire District Open Burn Permit 2020 is available upon request.

Must obtain an Excelsior Fire District Open Burn Permit 72 hours before burning.


Event Permits, Mobile Cooking Operations, and Temporary Cooking Operation Permits
Special  Event Permits are obtained from the individual cities.

Permits are obtained from the individual cities.  In addition to the Excelsior Fire Districts requirements the individual cities rules, polices, and ordinances apply.
